Set up pre-authorized payments!

Set it and forget it.
Instead of paying one large lump-sum every July, budget with an Equal Payment Plan throughout the year. You can even choose how much you pay every month. The best part is that it’s quick and easy to sign up!

NOTE: Please be advised that even though the period for Property taxes are for the fiscal year running from January 1-December 31, the property taxes within the City of Selkirk are due the last business day of July. When you enroll in the Pre-Authorized Payment Program, you are enrolling the year before for the next fiscal year’s taxes and pre-authorized tax payments are debited automatically on the 5th of every month. Signing up for pre-authorized payments does not exempt you from monthly interest rates should your taxes be past due.

NOTE: The City of Selkirk does not automatically adjust the pre-authorized payments. Any changes to pre-authorized payments should be provided to the City of Selkirk. You may ensure that a manual increase to your monthly payment is updated every August so you may be sufficient for the next property tax year.

Not sure what the monthly payment should be?

You could estimate by using the prior year tax amount and divide by 12months or by the current number of months before the end of July.  For any outstanding amount difference, you will want to ensure that balances are paid before the due date.

To sign up, please fill out the form below to get started:

Get started and print the Equal Payment Plan signup form.

Amend your pre-authorized payments:

  • Decrease your pre-authorized payment
  • Cancel your pre-authorized payment

If you need to make changes to your pre-authorized payments simply fill out our Property Tax PAP Amendments Form. A signature of authorization is required for changes to take effect. Please mail or drop off the signed form to be received at least 7 business days prior to the withdrawal date.

Refund or transfer your overpayment of property taxes:

If you have overpaid your property taxes you can request your credit balance refund to be returned back to you or transferred to your utility account or property tax account. Please fill out and sign our Refund or Transfer Overpayment of Taxes Form. Refund cheques are issued within two weeks of receipt of the signed form and mailed to the address provided. If you require confirmation of your credit balance please contact Citizen Support. You can also leave the credit balance on your account to go towards your next year’s property taxes.

Mailing address changed:

If your mailing address has changed please fill out, sign, and return our Mailing address change form to ensure our records are up to date so you receive your property tax bill before the bill due date.

Understanding Your Property Tax Bill

Your property tax bill includes two separate components:

  • Municipal taxes, set and used by the City of Selkirk to fund local services like roads, parks, fire protection, police, recreation, and more.
  • School taxes, set and used by the Lord Selkirk School Division (LSSD) and Province of Manitoba to fund education.

In 2026, municipal taxes increased by 2.99% and school taxes increased by 9.87%.

To learn more about education tax, visit the LSSD website.

If your property tax bill is for your principal residence, you may see the Homeowners Affordability Tax Credit (HATC) on the school tax portion of your bill. Read more about that below.

Supplemental Tax Bills

A Supplemental Property Tax bill may be issued when the assessed value of a property changes after the annual property tax bills have already been sent out.

This most often happens when:

  • A new home is built on the property
  • An addition or major renovation is completed
  • A garage, shed, or other accessory structure is added
  • Land is subdivided
  • Property boundaries are changed

Property assessments are not set by the City or Selkirk.

Assessments can be appealed through the Provincial Assessment Branch located at 103 – 235 Eaton Avenue or by phone at (204) 785-5092. If you do not agree with your assessment, even after talking to an assessor, you may apply for a revision of the assessment to the Board of Revision.

Homeowners Affordability Tax Credit (HATC)

The Homeowner Affordability Tax Credit (HATC) for 2026 will be $1,600.

The Homeowners Affordability Tax Credit (HATC) helps reduce the amount of property tax owed on eligible principal residences. Learn more about the HATC here: Homeowner Affordability Tax Credit

If the HATC Appears on Your Property Tax Bill

No action is required unless you have recently purchased the property and it is your principal residence.

If the HATC Does Not Appear on Your Property Tax Bill

If you are eligible for the credit and it does not appear on your tax bill, you will need to complete an HATC application form and submit it to the City of Selkirk.

If you registered for the HATC before May 15 and still do not see the credit applied to your bill, please reach out to CitizenSupport to let us know. The credit will still be available to you, but cannot be applied to the tax bill. The amount owing on the tax bill is the amount that needs to be paid by July 31, 2026.

If You Have Already Applied

If you have already submitted your HATC form, you do not need to reapply. City staff will process your application.

For further information or questions regarding the HATC, please contact the Manitoba Tax Assistance Office at 1-800-782-0771 or tao@gov.mb.ca

Tax certificates

To obtain a tax certificate, submit a written request specifying the property civic address, legal address, roll number, and title number, and indicating you would like to purchase a tax certificate, along with a $50.00 payment by cheque payable to the City of Selkirk.

Requests are processed once the city receives the physical request letter and cheque. Tax certificates are processed weekly and mailed to the recipient upon completion.
