The development of a new multi-use facility in Selkirk was initially explored in the Selkirk Recreation Strategy: A Guide for Recreation Infrastructure Planning in the City of Selkirk, completed in 2016. The intent of the Guide is “to provide the City of Selkirk with a comprehensive inventory of community recreation amenities, and to help the City better understand its residents and their recreation needs and wants.”
One of the 19 recommendations from the strategy was to explore the feasibility of a “multi-purpose facility / community hall” in Selkirk. The strategy engaged with Selkirk residents and stakeholders to identify recreation needs, and was envisioned as a way to “consolidate service providers under one roof to meet the service needs of both recreation and cultural groups.
In the spring of 2020, the Selkirk Community Hub Survey received input from 843 residents and interviews with over 50 user groups within the Selkirk region. The survey received a very strong response with 843 surveys returned both online and via hard copy. The survey was informed by the earlier Selkirk Recreation Strategy and gathered additional insight into user needs for both indoor and outdoor recreational facilities. The survey asked users to prioritize the facilities they would prefer to see, and other questions related to memberships, demographic background, etc.
Results from both the survey and user group interviews will inform the operating program which will be the basis of the forthcoming Business Plan.

Project process summary
The development of the business plan began as an internal City of Selkirk process to begin to determine the facility program to explore in greater detail. With results from engagement with internal and external stakeholders, Selkirk retained a contractor to process the data collected and to continue to develop a business plan for a proposed multi-use facility.
Community Consultation
Once the business plan has been completed and approved, the city will plan a community consultation session that will be scheduled in 2026
