The City of Selkirk’s By-Law Enforcement team is responsible for issuing general by-law and parking tickets to ensure community safety and compliance with local regulations. 

General Ticket Penalties and Payment

The City of Selkirk By-Law Enforcement team issues general tickets for violations such as keeping an unvaccinated animal, allowing an animal to run at large, failing to obtain an animal license, or causing a noise disturbance. Individuals may pay these fines in person at the Selkirk Civic Office or by mail. To retrieve an animal from the Animal Retention Centre (ARC), individuals must arrange payment in advance or at the time of pickup.

Parking Ticket Penalties and Payment

Parking enforcement in Selkirk is a daily activity, ensuring regulations are consistently upheld. The city has established multiple parking rules, including restrictions on time-limited parking, provisions for 24-hour parking, and penalties for parking violations. These measures are in place to maintain order and accessibility within the city’s parking infrastructure.

Timed Parking Restrictions

The City of Selkirk Traffic By-Law 4868/5123 provides the regulation of traffics within the City of Selkirk, including but not limited to restrictions related to timed parking.

24 Hour Parking

Vehicles may park on the streets for up to 24 hours unless signs state otherwise. To comply with this by-law section, a vehicle must move through the nearest intersection after each 24-hour period.

A 24-hour parking restriction also applies to any City owned parking lots unless otherwise posted. 

1HR, 2HR, and 3HR Parking

In various areas throughout the city, streets limit parking to 1, 2, or 3 hours. Signage adjacent to the street indicates these parking restrictions.

Exceptions:

Exceptions include Section 44 i) which states:

No person shall stop, stand or park a vehicle of the type known as a trailer, semi-trailer or semi-trailer truck, a bus, a motor home, a truck or a van with a design capacity of more than one tonne, on a street for a period of tie longer than one hour, except when actually loading or unloading.

Handi-capped Parking Permits

A vehicle displaying a Handicapped Parking Permit issued by the Manitoba government is entitled to park or stand for twice the time allowed by the specific parking restriction.

Penalties

If a vehicle remains parked beyond the allowed time, the city will impose fines according to Administrative Penalties By-law 5383 (or its successor). Additionally, authorities may tow the vehicle to a garage compound. The vehicle owner must pay any fees or charges for the towing service, as the Garage Keepers Act enforces this responsibility.

Parking tickets in default are subject to any collection related policy and procedures enforced by the City based on appropriate provincial legislation.

Early and Regular Payment

City of Selkirk issued parking penalties (tickets) can be issued for various parking infractions across the City including:

  • Overtime parking 
  • No-stopping (bus stop or anytime – various criteria)
  • No parking or improper parking (various criteria)

Paying your Parking Penalty (Ticket) within 11 days of receiving your penalty notice can save you half the cost of your ticket. Make sure to pay by the 11th day to receive the early payment discount – paying your penalty (ticket) after business hours (4pm) on the 11th day will result in your penalty (ticket) being charged at full price. Remember, only parking-related penalties (tickets) qualify for a reduced fee with early payment. The notice lists the penalty amount at the bottom.

Paying your Parking Penalty Online

Online payment is now available for parking penalties (tickets)! 

City issued parking tickets can now be paid here.

When entering your parking penalty (ticket) number please use the format P followed by the 4 digit number sequence with no dashes or spaces in between.

In Person Payment

You can make in-person payments at the Civic Office, located at 200 Eaton Avenue, during regular business hours, Monday-Friday 10:00am-4:00pm.

Accepted payment methods are:

  • cash
  • money order
  • debit
  • cheque

Please note that credit card payments are not available.

For payments outside of business hours, there’s a drop box next to the front doors of the Civic Office. If placing in the drop box, remember to attach your ticket to your cheque or provide the exact amount in cash.

Payment by Mail

Mail in payments can be made by cheque or money order payable to the City of Selkirk. Please include your ticket and write out your contravention number in the comments section of the cheque or money order.

Disputing a Penalty Notice

Received a Penalty Notice and think it’s a mistake? You can choose to pay it or discuss it with a Screening Officer. This is the initial step in the MBEA adjudication process.

  • The Screening Officer will listen to your reasons during a phone call and may keep, lower, or dismiss your fine.
  • It’s completely free to have your ticket reviewed by a Screening Officer in Selkirk.
  • The Province has established rules for the ticket review process under The Municipal By-law Enforcement Act (MBEA), and The City of Selkirk has put these rules into action with the Administrative Penalties By-Law (5296).

Screening Officer

Fill out the below form to have a Penalty Notice reviewed by the Screening Officer. By submitting the request for a Screening Officer you agree to the following:

  1. I understand that I have 30 days from being served with a Penalty Notice to request a review by a Screening Officer. Failure to address this matter within 30 days will result in collective action being taken. Requests received after 30 days will not be eligible for review.
  2. I understand that Screening Officers are the first tier of the adjudication process under the Municipal By-law Enforcement Act (MBEA). If you disagree with the decision made by the Screening Officer you have the option to proceed to a second level of review by a provincially-appointed adjudicator. Request for adjudication is subject to a fee of $25 paid to the municipality by the person requesting adjudication prior to the hearing. The fee will be refunded to the applicant if the adjudication is successful. Municipalities will contact the chief adjudicator to arrange for an adjudication sitting.
  3. The Screening Officer considers the full penalty amount when reviewing the circumstances surrounding each Penalty Notice. I understand that by proceeding with the Screening Officer request I waive the right to pay the lesser fee if the fine is upheld.

Adjudication Hearing

Should you disagree with the decision of the Screening Officer, under the Manitoba By-Law Enforcement Act (MBEA), you may request a Hearing before a provincially appointed Adjudicator.

Adjudication Hearing Cost

To proceed to a second level of review by a provincially-appointed adjudicator, you must pay a $25 fee. This fee will be refunded if the adjudication rules in your favor.

You must pay the adjudication fee to the municipality before the hearing if you request an adjudication. Should the adjudicator rule in your favor, the City of Selkirk will refund the $25 fee to you.

You can make payments from Monday to Friday, between 10 am and 4 pm, at the Civic Office located at 200 Eaton Ave. The Civic Office accepts cash, debit, money orders, or cheque as payment methods.

Adjudication Hearing Process

A second level of review by a provincially-appointed Adjudicator is available to the those who disagree with the decision of their Screening Officer. Adjudicators are the second tier of the adjudication process.

An Adjudicator will hold a hearing on the matter and decide whether to uphold, reduce or cancel the penalty. Adjudicators also have authority to hear disputes regarding compliance agreements.

Adjudicators are appointed by the Province. Municipalities will contact the chief adjudicator to arrange for an adjudication sitting.
